One easy way to up your speed at any place is to go in off peak times... which would usually vary depending on who their usual customers are. You're sharing bandwidth with the other users there, of course. Cafes with lots of live online gamers can get a bit slow if they're sucking it up with games + chatter. Similarly a cafe full of people on Skype may be a bit slow if they don't have high bandwidth. A look at what your fellow customers are currently up to (and how fast their speed seems at a glance) can help you judge a cafe you're walking in to.
I usually find that the internet shop across the road from the FCC on st 178 (can't remember the name, but it's orange) has good speeds. In the St 278 area "QuickWeb" is definitely *not*, though they're just setting up in that location and may upgrade the connection from their current 256k link. On 278 I usually go to Kanjana next door to Miss Spa.
Going south from the main (=eastern) entrance of Psar Thmei, about half a block or so, there's a very large red internet cafe that I thought had good speeds, though it's been a while since I've dropped in there.
The Living Room (on st 306 near Norodom) has a fast free wireless network if you buy something, but it's BYO laptop. Friendly staff and good coffee, the cost will probably end up about the same as a web cafe anyway... once this place opened I didn't really keep looking at the speeds of internet cafes.
Living Room is nice but they do ask that you limit your downloads.
I've found that La Croisette and K-West on the riverfront have very fast wifi connections and wifi is free (with your food order of course). They also don't seem to limit downloads.
Metro has free wifi from 10-6 too.
