Work permit - in addition to business/NGO visa

Hi does anyone know about the situation of expats having to have work permit as well as a business or NGO visa? I'm finding lots of confusing information.
It appears that even the gift ministries are unsure (!?!). However, there is a law that says all foreigners who work here must have a permit ( but either from MoI or MoL. A permit is $100 and lasts for 2 years (or 5).
This article sheds some light but does anyone have solid info?

I am not sure how you get USD100? but mine was USD280 for a year. better check on it before you get a surprise.

Yes for business visa, but work permit is separate & additional apparently.

I've been working here nearly 4 years. Everything I know about the permit is from other teachers I've met -- none of my schools have ever requested one.

From what I can gather, the law exists and it is sporadically enforced by goons who come to the school and hassle the office (sorry, I don't know which ministry the goons work for). Some schools have forced a handful of teachers to get one, but there's no universal push to do it.

The law is apparently retroactive...the teachers in question were required to produce their passports and were charged $100 per year for all the time elapsed since the earliest entry stamp. At least two of the teachers chose to quit and leave, rather than pay over $500 in retroactive permit fees. So that may account for everyone's reluctance to enforce it.

Yeah, I have a work permit/work book, whatever you call it.

I decided to get one rather than pay bribes to the ministry of labor scum, I mean inspectors, who come to our office for the occasional shakedown.

Can't remember the exact cost, but you have to have a medical examination at their nominated clinic.

If I recall correctly though, you can't get one/don't need one if you have a gratis visa (as one of my colleagues did).

That CD article is very old and shouldn't be relied on.

Work permits are required for all foreign employees, it's a requirement of the labor law. It's separate to the immigration requirements for you to have a valid visa to stay and to work in the country. Yes the cost is about $100 a year, and yes if a MOL audit finds you without one you (or rather your employer, I think) can be penalized.

To get the permit you need to submit your passport and if you have been in Cambodia (even if not working such that you needed to have a permit, it seems) you will be fined for each year that you didn't have a work permit.

This sort of thing should really be handled for you by your employer. Compliance is increasingly being checked.

Medical checks are required when you are first hired, and yes you need to have that done to get the work permit paperwork processed.

You can pay additional fee of $20 to have Medical Check completed without attending.

Does anyone know what tests they run? They couldn't tell me.

Last year they made me queue to take my blood, then proceeded to queue at another location when they asked me questions about my parents and their work?!! then I got sent to another location to queue to get weighed. Then sent to another building to queue to pay.
That being said, at two queing locations my position was esculated ahead of the hundreds of other people there. It was a rather sad affair, as I was told they were all young Cambodian girls being shipped out to other Asian countries as servants etc.. I know Cambodians look young but these girls must have just turned 18 that day. I hope their trips abroad are more fruitful then the ones I read about so often in the papers. Poor souls.
