How to keep CATS AWAY?

There are a lot of cats that hang around in the large open communal stair area of my apartment building.
They like to poo in front of my door, come in my home (there's only a gate on the street side -- they easily walk in), pee on things I leave on the floor of my apartment, and sometimes they make childlike screaming/moaning sounds out on the patio in the middle of the night. I have no idea whose cats they are, if anyone's at all.
My g/f made some chili pepper and black pepper concoction to spread in front of the door. It only works a little.
What can I do??? The only thing I can think of is to get a dog that hates cats.

Our balcony appears to have become the "in" place for the local felines to congregate and regurgitate these weird little berries..
There are 3 specific sites on the balcony, and the mess it leaves behind is a pain to clean up, I'm sure lucky used to sell cat and dog repellent, along with catnip [ to maybe tempt them ONTO someone elses balcony =] ], but not anymore.so any ideas? My better half has unfortunately ruled out killing them.
