Job Description

EveryChild in Cambodia would focus its work on violence (physical, sexual and emotional) against children living and working on the streets (in particular those who are in, or are likely to come into, conflict with the law).
We would like to recruit a Cambodian national for the position of Finance & Administration Manager

The Finance and Administration Manager is responsible for monitoring and evaluating financial, accounting and administrative activities. This post has responsibility for supervising all financial operations within EvC Cambodia and the independent partners with whom EvC Cambodia works, including preparation, implementation and monitoring of the EvC Cambodia annual budget, accounts, internal and donor financial reporting and communication internally and externally with partners and donors. The post holder should ensure that EvC Cambodia acts in accordance with legal financial requirements.

Duties The Duties for the position include:
Prepare the annual budget in coordination with partner organisations and the Programmes Manager for review and agreement by the Country Director and EvC UK.(Finance)
Monitor the annual budget in order to ensure appropriate expenditure and uptodate cashflows
Liaise with all partner organisations to ensure awareness of budget management and financial monitoring and that all staff are kept informed of financial procedures.(Finance)
Work with partner organisations, the Programmes Manager and Country Director to prepare and check budgets and financial expenditure for existing projects and new project proposals.(Finance)
Responsible for supervising all financial functions of EvC Cambodia, including the budgeting process, accounting, budget monitoring, financial reporting, grant administration and financial commentaries. (Finance)
Ensures regular liaison with EvC UK, institutional donors, government and any other funding agencies on EvC financial matters as well as communication on budget and financial issues.(Finance)
Prepare and keep uptodate the EvC Cambodia financial manual in accordance with EvC financial procedures and ensure adherence to the finance policies by all budget holders and transparency and clarity in financial procedures.(Finance)
Alert the Country Director to deviations in the implementation of operational procedures and both the Country Director and the Head of Overseas Finance to breaches in any of the financial procedures so that corrective measures can be put in place.(Finance)
Review, and strengthen where necessary, financial procedures with all partners and conduct periodic internal audits to monitor compliance. (Finance)
Liaise with the bank regarding bank transfers and bank accounts to ensure EveryChild is given the best services in all areas. Network with financial institutions to find the best exchange and interest rates.(Finance)

Supervise the Administrative Officer to ensure that the administrative support and requirements of the Representative office are met.(Administration)
Ensure administration and documentation meets requirements of donors.(Administration)

Ensure that IT supports fully the work and activities of EvC Cambodia and propose strategies for IT development. (IT)
Implement procedures to ensure data security (e.g. financial and sponsorship) within EvC Cambodia and all partner offices, including regular backup of data. (IT)

Prepare and communicate monthly financial reporting for project managers, budget holders and EvC Cambodia SMT.(Reporting)
Prepare and submit quarterly and annual financial, administrative and IT reports to the Country Director and EvC UK. (Reporting)
Identify financial capacity building needs with partner organisations staff and communities and develop strategies for addressing these. (Reporting)
This post should work within, and ensure all staff implement, the EvC Child Protection policy, guidelines and procedures and report any concerns accordingly.(Reporting)

Essential Requirements
The Essential Requirements for the position are:
A recognised qualification in accountancy or equivalent. (Qualifications)

At least 5 years of work experience in financial management, preferable within NGOs. (Experience)
At least 3 years work experience working in IT and administration management, preferable within NGOs. (Experience)
At least 3 years experience of managing a team.(Experience)
Experience in working with accounting packages.(Experience)

Manages funds from a range of donors including DFID, EU etc.
Advises on the optimal use of resources to ensure impact and quality of the organisation’s work.
Draws on level of understanding of rights based development work to complement financial and administrative management.
