Oxfam America is a leading International Relief & Development organization with offices across the developing world working towards long-term solutions to global poverty & injustice. The East Asia Regional Office (EARO) is currently seeking an effective & motivated individual to join the team as the Deputy Regional Director.

This position is responsible for essential support to programs in livelihood security, policy environment, natural resource management & humanitarian response across South East Asia, particularly in regards to, vision & direction, program & administrative efficacy, organizational positioning & representation.

SUMMARIZED PRIMARY RESPONSIBILITIES:
This is a lead position, designed to contribute to vision & strategy for the regional program whilst ensuring the hierarchy of Oxfam strategic plans are realized & strategic growth & development is responsive to the external & internal environments.
The DRD will create an enabling work environment to give partners & staff adequate opportunity to succeed in their objectives; providing conceptual & technical support, ensuring integration of the rights-based approach & gender justice principles, overseeing program portfolios, grant development, monitoring, evaluation & reporting. At the same time, the DRD will contribute directly to program initiatives & advocacy strategies as a senior spokesperson for Oxfam assuring a consistent voice for Oxfam America positions & information.

The position will ensure adherence to administrative, human resource, security, grant management, financial plus other policies & procedures working with Regional Director to see resources & processes managed to a high level of proficiency, fairness & accountability.
The DRD will facilitate the integration of communications into the EARO strategic planning also working with fund raising staff to identify & develop new opportunities.

The DRD will encourage learning opportunities for staff & partners to enhance program exchanges & cross-fertilization, taking a leadership role in managed risk taking, change & the promotion of innovative ideas whilst continuing our team-based culture that treats all persons with dignity & respect.

REQUIREMENTS
The Essential Requirements for the position are:
Graduate degree in management or marketing, social or environmental sciences, or relevant discipline, or equivalent experience.
Seven (7) years relevant employment experience preferably in the East Asia region with considerable field experience.
Interest in rights issues & social change.
Demonstrable, effective experience in gender issues.
Experience in team management, leadership & facilitation & ability to work well in a multicultural environment, communicating readily & sharing learning.
The confidence to work alone & to judge when help is needed.
An excellent command of written & spoken English.
Knowledge of other languages of the Mekong region would be an advantage.
Prepared to undertake extensive travel up to 50% of time.
